RE: Records Request Received 10/27/2026 - Robert Samuel White
Dear Robert Samuel White: To confirm for my next query, you wish for any emails that mention either OSP Public Information Officer or Captain Kyle Kennedy, either by name or email address, and not emails to or from them? I apologize; I misunderstood the way the request was written: All emails, including attachments and replies, sent to or received from either of these Oregon State Police addresses: Captain Kyle Kennedy, Government and Media Relations ([email]) OSP Public Information Officer ([email]) If DSL did not ever receive or send emails to either of those email addresses, that would be the reason there were no responsive records in our custody. There would be no other agency that would have custody of emails to or from DSL mentioning either of the above-named persons. I will also include the phrase "knock and talk." I apologize that it was not included. However, I can confirm that the SQL query was set to return only results after January 1, 2023. In my next email, I will include a screenshot of the condition builder in place of the SQL query string. I will be running a second query tomorrow that leaves out the two OSP email addresses as included in either the to: or from: fields of Outlook. Depending on how many relevant records this results in, I may be unable to respond again until Thursday due to workload.
