“Process my request as received on October 31, 2026.”
He writes to the Higher Education Coordinating Commission about its November 2, 2026, reply and asks, “Process my request as received on October 31, 2026.”
Public Records Officer,
On November 2, 2026, you wrote: “The Higher Education Coordinating Commission (HECC) requires the requestor submit a Public Records Request through our online portal.”1 You wrote it in answer to my written request of October 31, 2026.2 You have my request. I will not submit it again. The Attorney General’s manual says: “A public body’s legal obligation to respond to a public records request is triggered by receipt of a written request.”3 Your reply is the receipt.
Your form exists only online and requires an account, so anyone without the internet or an account cannot make a request through it. The law requires no form, no website, and no account. It requires every public body to publish the name of a person to whom a request may be sent, with addresses [ORS 192.324(7)(a)].
Process my request as received on October 31, 2026. Follow the statute [ORS 192.324(1)].
Thank you for your contribution to the record.
