Re: New PRR Submission: Public Records Request :: R000255-110226

Public Records Officer,

On November 2, 2026, your acknowledgment of my request, R000255-110226, said: “The Public Records Law does not require public bodies to create new public records. Nor does it require public bodies to disclose the reasoning behind their actions; answer questions about their records; analyze their records; or perform legal research in order to identify records that are responsive to a request.”1 My request asks for none of those things.2

It asks for records that exist: emails, Teams messages, text messages, and voicemail sent to or received from two Oregon State Police addresses, containing any of five terms, from January 1, 2023, to the date of search. It asks for no explanation, no answer to any question, no analysis, and no legal research.

It also asks for the records of the search run to answer it: the search as saved by the system that ran it, with its query, terms, date range, accounts searched, and result counts. That is not a record created for me. Your agency’s system creates it when the search is run, and it is a public record like any other: “any writing that contains information relating to the conduct of the public’s business … prepared, owned, used or retained by a public body regardless of physical form or characteristics” [ORS 192.311(5)(a)].

Process my request as written. Follow the statute [ORS 192.324(1)].

Thank you for your contribution to the record.

Respectfully,
Robert Samuel White
