RE: Public Records Request
Mr. White –

Council Member [NWCOUNCIL Staff] passed your request on to me.

For your records, the Council Is an interstate compact agency formed under the federal Northwest Power Act by the states of Idaho, Montana, Oregon and Washington. The Council is not an agency of the State of Oregon. The Oregon Public Records Law does not apply to the Council.

What does apply to the Council is the federal Freedom of Information Act (FOIA). So I’ll just consider your request as coming under FOIA, not the Oregon public records law. Although formal FOIA requests are almost always unnecessary with the Council – we make most of our stuff public anyway, either posted or by just a simple request.

In any event, your request is for:

Records requested. All communications sent to or received from either of these Oregon State Police accounts,
through any channel the agency uses: emails, Microsoft Teams chat and channel messages, text messages, and
voicemail, including attachments and replies:
Captain Kyle Kennedy, Government and Media Relations ([email])
OSP Public Information Officer ([email])
that contain any of these terms:
“threat assessment”
“situational awareness”
“welfare check”
“knock and talk”
“grievance”
Date range: January 1, 2023, to the date of search. This request excludes any record concerning me.

We have no records that are responsive to your request.
