On November 2, 2026, you wrote: “The Oregon Watershed Enhancement Board is not the custodian of any of the records you are requesting.”1
I did not request another agency’s records. I requested yours.2 The Attorney General’s manual for public bodies says that “any public body that possesses or owns a public record for purposes related to one or more of its particular functions is a custodian of that record.”3
Search your agency’s records. Follow the statute [ORS 192.329(1)].
