On October 14, 2026, I requested facilitated dispute resolution under ORS 192.464. I did not ask for assistance. I invoked a statute, and your office is created by statute.

ORS 192.464(1)(a) provides that the Public Records Advocate "shall provide facilitated dispute resolution services when requested by a person described in subsection (2)." ORS 192.464(7) provides that it "shall be conducted and completed within 21 days following receipt by the advocate of the request," and that the period "may be extended by unanimous agreement among the public records requester, the public body and the advocate." My request was received October 14. Under the statute, all four are due by November 4.

You write that your office has two people and can take one request at a time. If the office the Legislature created to resolve public records disputes is not funded to meet its own statutory deadline, that is a fact about how the State of Oregon funds it. It is not a burden the petitioner should carry.

I am willing to agree to an extension, under these conditions:

1. Each matter proceeds as facilitated dispute resolution under ORS 192.464, by name, not as informal assistance.
2. You provide a written schedule with a start date and a completion date for each matter, in this order:
- Oregon State Police
- Oregon Department of Justice
- Oregon Parks and Recreation Department
- Office of the Governor
3. Each public body agrees to the extension in writing, as ORS 192.464(7) requires.

A schedule is the plan for doing what the statute asks of your office within the means it has. Once I have one in writing, I will sign the extension.
