Response to the fee waiver denial of October 15, 2026

October 15, 2026, 3:45 PMTo David Pitcher, Oregon Department of Justice; [DOJ Legal Secretary]; [DOJ Public Records]; Office of the Public Records Advocate; Todd Albert; Governor Kotek

The denial addresses one of the five waiver grounds stated in the request and considers no reduction. Four requests under ORS 192.324(5): a decision on all five, a decision on a reduction, the two September 24 questions answered, and the 1,350 records broken down by category and division.

Mr. Pitcher,

Attached is my response to your denial of October 15, 2026. It is also published at oprdvolunteerabuse.org.

The response asks for four things: a decision on the fee waiver that addresses the five facts stated in the request of September 23; a decision on a reduction under ORS 192.324(5); answers to the two questions I put to [DOJ Public Records] on September 24; and a breakdown of the 1,350 records by category and division.

The Public Records Advocate is copied. The dispute is before him under ORS 192.464.
