To the Public Records Unit, Oregon State Police:

This is a request under the Oregon Public Records Law, ORS 192.314. The period for items 1 through 4 is January 1, 2023 to the present.

I request the following.

1. Every request for a threat assessment made by, or routed through,
the Government and Media Relations section, with its date, the
agency or person it came from, and the unit or officer it was
assigned to.
2. Every computer-aided dispatch (CAD) event opened at the request of,

or after a referral from, the Government and Media Relations
section, with its date and event type.
3. Every referral from another state agency to the Government and Media

Relations section that the section sent on to the Criminal
Investigations Division, with its date, the referring agency, and
the unit or officer it was assigned to.
4. In the alternative to items 1 through 3, any existing record,
report, log, or tracking system that counts or lists them.
5. Every policy, directive, general order, procedure, and training
material in effect at any time since January 1, 2023 that governs:
(a) when the Government and Media Relations section may refer a
matter to the Criminal Investigations Division or request a threat
assessment;
(b) threat assessments of members of the public;
(c) “knock and talk” contacts, including any guidance on approaching
a residence behind a locked gate, on posted property, or on
restricted federal land, or with another agency’s help to gain access.

I request records in their native electronic format with metadata intact, delivered electronically. Rolling production is welcome.

For each record withheld or redacted, identify the record, cite the specific exemption relied on, and state whether the public interest balancing that the exemption requires was performed.

*Fee waiver.*I request a full waiver under ORS 192.324(5). Making these records available primarily benefits the general public.

1. *Identity of the requester.* I publish oprdvolunteerabuse.org, a
public archive of government records. Every production I receive is
published there in full, as produced, each document at its own
permanent address, open to anyone without an account or a fee. This
request is not for my own file. It is for the State Police’s
practice: every instance of it since January 1, 2023.
2. *Purpose.* The purpose is publication. Every record produced will be

published in full, unedited, the day it is received. Anyone will be
able to see which agencies refer members of the public to the State
Police’s public relations office, what those people were accused of,
what officers did next, and how each matter ended.
3. *Character of the information.* The Government and Media Relations
section is the State Police’s press and government relations office.
It is not an investigative unit. These records show whether state
agencies use that office to send criminal investigators and threat
assessments toward members of the public, how often, and against
whom. They show whether officers came to those people’s homes, and
how many of those matters ended with no crime charged. Item 5 is the
written rule for a warrantless approach to a home: when officers may
cross a locked gate or posted property, enter restricted federal
land, or use another agency to gain access. Every resident of Oregon
is subject to these rules.
4. *Whether the information is already public.* It is not. No public
source reports a single instance of the Government and Media
Relations section requesting a threat assessment or referring a
member of the public to the Criminal Investigations Division. The
instances exist only in the State Police’s own files. If any policy
requested under item 5 is already published, identify where, and I
will withdraw that part of the request.
5. *Ability to disseminate.* The State Police production under PR27478

was published in full on September 3, 2026, the day it was received,
at
https://oprdvolunteerabuse.org/record/osp/01M1M4WF78XJPEJJ48D1JZ4SJ8/,

where it can be read today. Every prior production in my matters has
been published the same way.

If any part of the fee is not waived, reduce it as ORS 192.324(5) provides, state in writing for each of these five factors why it does or does not weigh in favor of a waiver, and give an itemized estimate by task and hourly rate before any work begins.
